摘 要:将混合所有制引入公办高职院校,是办学体制改革的有效突破口,能够真正形成校企共融合作的新格局,充分利用市场机制培养高素质技能人才。目前公立高职院校混合所有制办学还存在发展目标不明确、政策不完善、结构设置及收益分配不合理等问题。可在公立高职院校中的二级学院给予其一定缓冲期、决策自主权,引进相关企业建立“校企共同体”等灵活方式进行混合所有制试点探索,为高职院校全面进行混合所有制改革积累经验和奠定实践基础。The introduction of mixed ownership into public vocational colleges is an effective breakthrough in the reform of school-running system.It can really form a new pattern of school-enterprise inclusive cooperation and make full use of the market mechanism to train high-quality skilled personnel.At present,there are still some problems such as unclear development goal,imperfect policy,unreasonable structure setting and income distribution in public higher vocational colleges.Secondary institutions in public vocational colleges could be given a certain buffer period,decision-making autonomy,the introduction of related enterprises to establish a"school-enterprise community"and other flexible ways to conduct mixed ownership pilot exploration,which can comprehensively carry out mixed ownership reform accumulated experience and laid a practical foundation for higher vocational colleges.
