摘 要:为打造具有全球影响力的创新名城,南京市需要加快推进具有全球竞争力的人才制度体系建设,聚天下英才而用之。南京市人才制度体系建设还存在瓶颈与短板市场作用尚未得到充分发挥,用人主体聚才用才意识不强,整合效应尚未完全形成,科教人才优势转化乏力,人才竞争比较优势不足,高层次人才集聚度不高。分析前瞻需求,提出以一个主攻方向集聚和释放高层次人才创新动能,加快建设强政府、强市场、强新区的“三强”对策,优化人才法治新环境、开启人才融资新模式和开拓人才开放新通道的“三新”保障为基本框架的南京市人才制度体系建设方略。In order to build an innovative city with global influence,Nanjing needs to accelerate the construction of a globally competitive talent system to gather talents from all over the world.There are still some bottlenecks and shortcomings in the construction of the Nanjing talent system:the role of the market has not been fully played,the awareness of talent gathering and using among employers is not strong,the integration effect has not been fully formed,the transformation of the advantages of scientific and educational talents is weak,the advantages of talent competition are insufficient,and the degree of high-level talent assembling is not high.Based on the future demands,it puts forward the constructive strategy of Nanjing talent system which includes the“one-focus”innovative mechanism to gather and use high-level talents,the“three strong”countermeasures to rapidly build a strong government,a strong market and a strong new zone,and the“three new”guarantees to optimize the new legal environment for talents,open up the new model of financing for talents,and exploit the new channel for talent flowing.
