摘 要:在义务教育迈向优质均衡发展的新时期,县域基础教育信息化优质均衡发展是基础教育优质均衡发展的重要载体。当前县域基础教育信息化优质均衡发展过程中存在起点有差距、过程不完善、质量待提升等问题。依据集群发展理论分析了基于集群发展的县域基础教育信息化作用机制。据此,结合实地调研情况和教育信息化2. 0时代要求,提出集群发展视角下县域基础教育信息化优质均衡提升路径:构建县域基础教育信息化优质均衡集群发展的体制机制、构建优质教育资源共建共享机制、构建师资共享机制、构建教育信息化设施共享机制、构建五螺旋创新集群发展策略和构建县域基础教育信息化集群发展新生态。In the new stage of developing high-quality and balanced compulsory education,the development of high-quality of country basic education informatization,which serve as an important carrier for the balanced development of basic education.At present,starting point unbalanced,process unbalanced and result unbalanced are the main problems influencing the high-quality and balanced development of county basic education informatization.According to the cluster development theory,this paper analyzes the mechanism of country basic education informatization.Based on this,combined with the field research situation and the requirements of the education informationization 2.0 era,this paper puts forward the strategy of country basic education informatization development:constructing the mechanism of high-quality balanced of county basic education information based on cluster development,constructing the mechanism of high-quality educational resources,constructing the mechanism of teachers,constructing the mechanism of education informationization facility,five-spiral innovation cluster development strategy and building a new ecology of county basic education information cluster development.
