摘　　要：高等教育是我国教育事业的重要组成部分,高校教师不仅肩负着培养高素质人才的职责,更肩负着提高民族素质的重任。政策工具在我国高校师德建设中发挥了重要的作用,主要包括权威工具、激励工具、象征和劝诫工具、能力建设工具等类型,改革开放以来的不同阶段呈现出差异化发展特征。未来发展中,我国高校师德政策应丰富能力建设工具,促进教师专业伦理完善;综合运用激励工具双向功能,完善师德监督体系;优化工具组合结构,分层实现师德政策目标。Higher education is an important part in the education in China.Teachers shoulder not only the responsibility of cultivating more high-caliber talents,but also the responsibility of improving national quality.Policy tools play an important role in the construction of teachers’ethics in universities in China,mainly including authoritative tools,motivational tools,symbolic and exhortation tools,capacity-building tools,which represent the characteristics of differentiated development in different phrases.In the future,to achieve the objectives of teachers’ethics policy in different levels,policies are supposed to enrich the capacity-building tools,promote teachers’professional ethics,comprehensively use the two-way function of incentive tools,improve the supervision system,and optimize the combination structure of tools.
