疫情视域下澳大利亚职业教育的举措与启示

摘　　要：为了应对新冠肺炎疫情,澳大利亚职业教育部门修订监管方案,保证培训机构正常运行;快速调整资格和培训包,满足疫情下关键劳动力的技能需求;推行额外学徒奖励计划,发放财政补贴,保留学员和学徒的培训机会;部门协同加强企业和劳动力市场数据分析监测;开放线上教学和培训平台;改革技能评估策略,广泛使用数字徽章认证等多种数字化服务渠道,稳定就业以及促进失业人员再就业。同时,加强培训机构的环境安全,提供在线学习支持,疏导学生心理,有序推进分阶段复课复学。借鉴疫情下澳大利亚职业教育的举措,我国要进一步提高现代职业教育的治理水平,坚持贯彻以人为本的全纳教育理念,提升职业教育的服务能力,推进职业教育数字化创新能力和水平。In response to the outbreak of COVID-19 epidemic,Australian Vocational Education and Training Sector has implemented a revised regulatory policy to ensure the normal operation of training institutions;quickly adjusted qualifications and training packages to meet the skills needs of key workers in context of COVID-19 epidemic;introduced additional apprenticeship incentive schemes,issued financial subsidies,retained trainees and apprentices training opportunities;strengthened analysis and monitoring of enterprise and labor market data with cooperation of multiple departments;opened online teaching and training platform;reformed skills evaluation strategy and widely used digital badge certification and other digital services channels to stabilize employment and promote social re-employment;strengthened the environmental safety of training institutions,provided online learning support,dredged students’psychology,and orderly promoted the resumption of classes in stages.Drawing lessons from Australian vocational education initiatives,it is necessary to further improve the governance of modern vocational education,adhere to the concept of people-centered inclusive education,and enhance the service ability of vocational education,so as to promote the digital innovation ability and level of vocational education in the future.
