摘  要:进近管制空域受到危险天气、军航活动等条件限制时,不同的管制运行规则会形成不同的运行场景,准确评价不同运行场景下管制空域的运行品质有着至关重要的作用。为定量评价不同运行场景下管制空域运行品质,建立了涵盖空域使用效能、航班运行效率、航班运行安全性、空中交通管制工作负荷以及小时通行能力的多指标综合评价体系;以中南某进近管制空域为例,运用AIRTOP对不同运行场景进行仿真模拟,采用主成分分析法分析各场景指标数据得到不同运行场景下进近管制空域运行品质综合评价结果。经系统聚类分析和实际运行情况判断,所建立的综合评价指标体系与评价方法得出的结果合理可信,并基于评价结果提出优化方法,可以为未来空域结构优化提供参考。The approach controlled airspace will form different operating scenarios due to different operation rules when it is limited by dangerous weather,military navigation activities and so on.It is very important to evaluate the operation quality of the airspace under different scenarios.A quantitative evaluation system was set up to assess the operation performance of airspace in different scenarios,including the airspace utilization efficiency,the efficiency performance of flights,the safety performance of flights,the workload of air traffic controllers and the traffic capacity per hour.Taking an approach controlled airspace in central south of China as an example,AIRTOP was used to simulate the operation of each scene under different constraints and acquire the index data of evaluation system.Principal component analysis was used to analyze these data and obtain the comprehensive evaluation results.The evaluation conclusion was reasonable and reliable according to the hierarchical cluster method and the actual situation.Then the optimization method was proposed,which could provide reference for the future airspace structure optimization.
