开放大学办学共同体成本分担与利益共享机制研究

摘　　要：开放大学办学共同体理念在实践的过程中逐渐完善,但其体制机制还不成熟,其中成本分担与利益共享机制成为亟待解决的重要问题。面对新时代、新需求,我们从政治、经济、管理和文化的综合视角对成本和利益进行分析,提出社会责任是方向、经济责任是根本、管理责任是基础、文化责任是表现的基本观点。随之对应的政治、经济、管理和文化利益的基本需求,研究发展过程中的相关政策特点,进而提出具体发展思路和对策建议,为探究开放大学办学共同体的运行机制提供理论与实践参考。The concept of Open University Community is gradually being improved in practice,but its system and mechanism has not been mature yet,especially the cost and interest sharing mechanism problem which needs to be solved urgently.Facing new demand in the new era,we should analyze the costs and interests from a comprehensive perspective of politics,economy,management and culture to propose that social responsibility is the direction,economic responsibility is the foundation,management responsibility is the basis and cultural responsibility is the manifestation.Specific ideas of development,and countermeasures and suggestions have been put forward based on the basic needs of political,economic,management and cultural interest,and on the characteristics of relevant policies in the process of research and development,so as to provide theoretical and practical references to explore the operational mechanism of Open University Community.
