摘 要:政策内容规划是外语教育规划研究的重中之重。本研究从课程实施方案、教师教育培训、外语考试测评及教研工作计划等微观政策内容层面,通过问卷调查和访谈考察民族地区基础教育阶段外语教师和学生对以上问题的感知情况。研究发现:民族地区的大多数外语教师认可课程实施方案在外语教学工作中的重要性,少数民族学生对本民族文化有着强烈认同,希望外语课程中也能体现相关内容;教师参加职后教育培训的意愿强烈,学生对教师的专业素养和多元化的考试测评方案也有着较高期待;教师的教研工作计划中亟须将信息技术与外语课程充分整合。建议一是突出教师和学生在政策规划中的主体角色,拓展外语教育政策制定空间;二是规划多元化的外语课程实施方案,弥补教学内容中民族文化的缺位;三是重视师资发展规划,加大基础教育外语教师的专业发展培训力度;四是完善考试测评规划,促进少数民族学生的全面发展。The study of policy content planning is prioritized in the study of foreign language education planning.Based on the micro policy content planning,such as curriculum implementation program,teacher education and training,testing evaluation and researching work plans,foreign language teachers and students of the basic education stage in ethnic minority areas were surveyed by means of questionnaires and interviews,and then new policy content planning strategies were proposed.The research found that the majority of foreign language teachers in ethnic areas acknowledge the importance of the curriculum implementation program.Ethnic students have a strong sense of identity towards their own ethnic culture,expecting to have relative content included in foreign language courses;teachers show keen aspirations to postservice education training,and students also express high expectations for teachers’professionalism and diversified evaluation schemes.It is urgent to have information technology to be integrated into research work.The study proposes some points as follows:to highlight the main role of teachers and students in policy planning and expand the space for foreign language education policy making;to arrange implementation plan of the diversified foreign language curriculum to make up for the absence of ethnic culture in the teaching content;to attach importance to teacher development plan and strengthen professional development training for foreign language teachers in basic education;to improve the testing evaluation system for the comprehensive development of ethnic students.
