摘 要:教育政策评估是促进教育治理能力现代化的必然要求和重要抓手。对系列重大政策进行系统验收和终结性评估是当前形势下科学研判重大战略效果和制定接续战略转型决策,进一步促进教育事业发展的现实着力点。严文蕃教授三十余年来致力于开展中美教育改革与政策评估研究和复合型政策研究人才培养事业,认为教育政策评估是复杂动态的系统工程,评估策略与方法的选用需与政策环境、评估目的、评估结果的使用者、评估背后的价值立场、哲学理念等要素进行最优匹配,从而实现政策评估效能的最大化;需站在价值多元的立场,注重识别政策利害相关者的诉求和征询意见;需严格量化和质性研究方法训练,提升高质量证据获取效能,借鉴改进科学的视角,发挥评估在弥合政策研究、政策制定和实践之间距离的作用;在教育政策学学科建设和人才培养中,需拓宽跨学科视野、重视团队建设、加强长期追踪数据库建设和大数据应用。Education policy evaluation is a requisite drive and incentive to push forward the modernization of education governance capacity. In the critical context of several national education policies meeting their deadlines,to systematically measure the summative effectiveness and impacts of the policies becomes a priority to make scientific decisions and transition to subsequent reforms,and to further improve educational development.Having been dedicated to the field of educational policy evaluation research, teaching related courses and training talents for the field for over 30 years,Professor Yan Wenfan interprets his stands that educational policy evaluation is a complicated and dynamic system requiring effective matching between policy context,evaluation purpose,guiding philosophies,values,audience,and methods to maximize the effect of evaluation.He emphasizes attention to be put on perceptions and feedback from beneficiaries of the policies and on high quality and scientific evidence acquired by appropriate use of the methodology to close the gap between policy research,policymaking,and practices.He also puts forth suggestions for educational policy research field development and talent training,including improving interdisciplinary research skills,strengthening team force building,enhancing qualitative and quantitative methods training, utilizing long-term education policy tracking databases, and big data mining techniques.
