摘 要:中小学教育行政化是近年来中小学出现的一种新现象。其实质是形式主义与官僚主义的结合,原因如下:人事管理缺乏科学和规范的考评任期制度,缺乏管理层不脱离一线教学要求的措施,中小学管理缺乏严格的质量评价标准,一线教师与班主任缺乏制度层面的保护。为了防止中小学教育行政化,必须严格考核中小学的办学质量,严格考核中小学干部的政绩,强力监督和处理中小学内部的违纪行为,建立科学的中小学内部治理的制度体系。Education administration in primary and secondary schools is a new problem in recent years,which essentially derives from the combination of formalism and bureaucracy.Its causes are as follows:there is a lack of scientific and standardized evaluation system in personnel management;there is a lack of the measures which require the management of schools should not be separated from frontline teaching;there is a lack of strict quality evaluation standards in the management of primary and secondary schools;and there is a lack of protection for frontline teachers and head teachers from the perspective of rules.In order to prevent the education administration in primary and secondary schools,we must strictly assess the education quality of primary and secondary schools,strictly assess the political achievements of school leaders,improve supervision and deal with the violations of rules within the schools,and establish a scientific system of internal governance in primary and secondary schools.
