摘  要:菲律宾技术教育与技能发展管理呈现统一管理和分权治理相平衡的特点。相应的,管理机构也表现出层级简洁、分工明确、与社会其他部门协同实现多元职能等特征。该国的技术教育与技能发展署独立规划、监督和管理技术教育和技能发展,从管理体制、工作机制上促进了产业部门、劳动力、当地政府部门、教育与培训机构在国家人力资源开发和就业安置上的资源整合和协作;对应国家—地方两级教育管理体制设置机构,规划技术教育与技能发展战略和预测劳动力需求等宏观指导、服务,组织国家能力标准开发和修订、课程注册和鉴定、学员技能评估与认证等质量保障职能;同时直接提供教育与培训、资助项目。其组织、职能与运行机制,对我国职业教育正在探索的管理机制改革具有一定参考价值。Technical education and skill development(TESD)in the Philippines presents a balance between unified management and decentralized governance.Correspondingly,national management organization exhibits characteristics of simple hierarchy,clear division of businesses,and collaboration with other sectors to achieve multiple functions.The Technical Education and Skills Development Authority(TESDA)plans,supervises and manages the technical education and skills development independently,promotes the resource integration and cooperation in national human resource development and employment placement among industry sectors,labor force,local governments,education and training institutions.TESDA,in accordance with the national-local education management systems in Philippines,sets up a simple two-level organizational structures,formulates the strategy for technical education and skill development,forecasts the labor demand,and organizes the national competency standards development and revision,the program registration and accreditation as well as the learner competency assessment and certification.Meanwhile,TESDA undertakes the direct provision of education,training and funding programs.The organizational structure,businesses and working mechanism of Philippine TESDA is of reference value for China’s vocational education management reform.
