摘 要:改革开放40多年来,我国教师教育的理念与实践在教师教育政策的规范和引领下发生变革。其间国家颁布的22份教师教育政策文本显示教师教育政策在制度变迁过程中的文本表述虽有不同,但以师范院校为主体的教师教育工作格局始终未发生改变,非师范院校共同参与的开放性、包容性和终身性的教师教育价值理念逐渐明确。地方师范院校是“新师范”建设的主体力量,C学院的“新师范”建设行动计划通过全面认识“新师范”内涵,以教师资格考试和师范类专业认证为途径,创新“UGSS”教师联合培养机制等方式,或能为落实地方新建本科师范院校新时代教师教育建设的主体责任提供借鉴意义。Over the past 40 years of reform and opening up,the concept and practice of teacher education in China have changed under the guidance of teacher education policy.During this period,the 22 texts of teacher education policies promulgated by the state show that although the text expression of teacher education policy in the process of institutional change is different,the pattern of teacher education with normal colleges as the main body has never changed.An open,inclusive and lifelong teacher education value concept with the participation of non-normal colleges has gradually become clear.Local normal colleges are the main force in the construction of“new normal”.Through comprehensively understanding the connotation of“new normal”,taking the teacher qualification examination and teacher-training professional certification as the way and innovating“UGSS”teacher joint training mechanism,C college’s action plan for the construction of“new normal”may provide reference for the implementation of the main responsibility of teacher education construction in the new era of local newly-built undergraduate normal colleges.
