摘 要:退出机制失灵一直是高校教师聘用制改革面对的主要瓶颈。长期以来,人们习惯于将其症结归于外部体制机制的不完善。事实上,随着近年来事业单位养老保险社会化改革和人事制度改革的深入推进,外部症结已然解开并转为聘用制改革的有力支撑,但出口不畅至今仍未得到有效解决。究其原因,高校内部观念和治理体系建设没有跟上外部环境变化是退出机制运行不畅的新症结所在。转变观念,完善校内制度体系建设,加大执行力度是高校打通人员流动退出渠道,激活教师队伍活力的必然途径,S大学在此方面的实践探索及成效值得借鉴。The failure of faculty exit mechanism has always been the main bottleneck for the reform of employment system in colleges and universities.People have been accustomed to attribute the crux to the imperfection of external system and mechanism.In fact,with the deepening of the reform of social endowment insurance and personnel system in institutions in recent years,the external crux has been solved and turned into a strong support for the reform of employment system,but the problem of poor export still exists.The reason is that the construction of internal concept and governance system of colleges and universities does not keep up with the changes of external environment,which is the new crux of the operation of exit mechanism.It is necessary to change the concept,improve the construction of internal system,and strengthen the implementation of the employment system for Colleges and universities,the practical exploration and effect of S university in this respect are worth learning from.
