摘 要:学业水平考试标准和等级的确定既是政策性问题,也是科学性问题。当前,高考模式改革为常模参照测验和标准参照测验并行,实质上体现了高考功能的变化。新高考改革加入学业水平考试选考方式,体现了育人为本,把促进学生健康成长、成才作为改革的出发点和落脚点的理念。实现高考改革顶层设计,需要准确把握学业水平考试标准的定位、学业水平考试临界分数的确定,以及课程标准与学业水平考试标准。学业水平考试的有效应用,可以形成强有力的教学反拨,使教学和高考形成一体化的素质教育循环链。学业水平考试的发展必须符合国家"顶层设计"的改革需要,应当加强立足于中国考试改革实践的标准参照测验的理论研究,形成一个完整的标准参照体系,在实践中不断完善学业水平考试的方式方法,从而探索适应中国高考改革需要的标准参照测验的理论和模式。The determination of the standards and grades for the academic proficiency test is not only a policy-related issue,but also a scientific one. At present,the reform of the college entrance examination mode attaches equal importance to the norm reference test and the standard reference test,which essentially reflects the change of the functions of the college entrance examination. Upper secondary school students’ taking tests of chosen subjects in the academic proficiency test is added to the reformed college entrance examination,as reflects the ideas of cultivating talents based on people orientation and viewing the improvement of students’ healthy growth and the cultivation of talents as the starting point and the ultimate goal of the college entrance examination reform. The top-level design for the college entrance examination reform entails an accurate orientation of the standard for the academic proficiency test,as well as the determination of the critical scores in the academic proficiency test,the curriculum standards,and the standard for the academic proficiency test. The effective application of the academic proficiency test can help vigorously promote corresponding teaching reforms,and develop a chained well-rounded education linking secondary school teaching and the college entrance examination. The development of the academic proficiency test must cater to the needs of the national "top-level design" reform. We are supposed to strengthen the theoretical research into the standard reference test based on China’s practice of examination reforms to develop a complete standard reference system,and improve the methods of the academic proficiency test so as to explore the theory and mode for the standard reference test meeting the needs of China’s college entrance examination reform.
