摘 要:融合教育国际政策对全球融合教育的政策塑造及实践发展具有重要意义。本文采用文本分析法,基于融合教育发展指标对联合国发布的主要融合教育相关政策进行分析。结果发现,融合教育文化创设由伦理式倡导转向赋权式参与、融合政策制定由满足教育需求转向促进自我实现、融合教育实践发展从教育机会保障转向教育质量的内涵提升。据此,结合实践,提出我国融合教育发展应当坚持开放性与本土化相统一,形成中国特色的融合教育模式;不断健全融合教育政策体系,以教育赋权残疾学生的自我实现;重视融合教育软投入和评价,全面推进融合教育高质量发展。The international inclusive education policy is of great significance globally to the policy making,practice and development of inclusive education.Using the inclusive education development indicators,this paper adopted the text analysis method to analyze the main policies issued by the United Nations regarding inclusive education.The results showed that the establishment of inclusive education culture changed from ethical advocacy to empowering participation,the purpose of inclusive education policy changed from meeting educational needs to promoting self-realization,and the practice of inclusive education changed from guaranteeing education opportunities to improving education quality.Therefore,to promote the development of China’s inclusive education,we should adhere to the integration of openness and localization and form an inclusive education model with Chinese characteristics;continuously improve the inclusive education policy system to empower students with special needs to achieve self-realization through education;attach importance to the soft investment and evaluation of inclusive education and comprehensively promote its quality development.
