全面推进高考内容改革 助力建设高质量教育体系

摘　　要：“十三五”期间,高考内容改革突出立德树人鲜明导向,实现从能力立意到素养导向、从单一评价向多维评价的转变,有力推动了考试招生制度改革。“十四五”期间,要准确把握高质量教育体系对高考内容改革提出的新要求,从健全立德树人机制、提升服务国家选才能力、促进发展素质教育3个方面全面推进高考内容改革,构建引导学生德智体美劳全面发展的考试内容体系,加强命题理论和技术研究,探索高考在结果评价、过程评价、增值评价、综合评价中的地位和作用,丰富高考评价功能,加强教育考试专业化建设,构建强有力的高考内容改革支撑体系。During the 13th Five-Year Plan period,the Gaokao content reform has highlighted the distinctive orientation of moral education and accomplished the transitions from ability conception to literacy orientation and from unidimensional assessment to multidimensional assessment,which has promoted the reform of the system of examination and enrollment in a forceful way.During the 14th Five-Year Plan period,it is imperative to consider the new demands of a high quality education system for the Gaokao content reform and to advance such a reform from three aspects:perfecting the mechanism of moral education,enhancing the capability of serving the need of talent selection and promoting the development of quality-oriented education.Specifically,it is necessary to establish a system of test content which will help foster all-round development of students’morality,intelligence,sports,aesthetics and labour,strengthen the research of test development theories and techniques,explore the position and role of Gaokao in outcome-based assessment,process-based assessment,value-added assessment and comprehensive assessment,enrich the function of Gaokao assessment and enhance the professional development of education examinations,with a view to establishing a powerful supporting system for the Gaokao content reform.
