摘　　要：教育评价及其改革是一项关乎国家未来、民族命运的事情,涉及一个国家的历史文化传统、经济社会发展水平以及思想观念等多重因素,对教育发展和社会进步具有重大战略意义。教育评价改革应立足于立德树人这根主线,着眼于全面贯彻党的教育方针,把培养德智体美劳全面发展的社会主义建设者和接班人作为根本的价值追求,确保育人目标的实现。当前,教育评价中存在的“五唯”顽瘴痼疾,只是教育评价不合理的“表象”。要扭转不科学的教育评价导向,必须遵循教育评价改革的规律,坚决地“去三化”(即功利化、标签化、官僚化)和“兴三化”(即科学化、个性化和多样化)。新时代高等教育评价应着眼于完善基于多元主体的高等教育评价体系,高度重视高等学校整体办学质量评价,加快推进高等教育评价技术和方法的研究,进一步落实高等教育评价反馈机制和持续改进策略。在学科评价方向上,要从对学科产品的评价走向对学科生产能力的评价,从纯粹的学术标准走向立德树人的根本标准,从专注学术影响评价走向关注社会影响评价。同时,新时代高等教育评估改革要致力于规范评估边界、回归评估初心、聚焦真实质量,并基于直接证据开展评估。从公共治理的角度来看,新时代教育评价改革的重点在于构建教育评价的价值体系、结构体系、功能体系、制度体系和运行体系,最终建构起富有时代特征、彰显中国特色、体现世界水平的教育评价体系。Education evaluation and its reform is a matter related to the future of a country and the destiny of a nation.It involves multiple factors such as a country's historical and cultural traditions,the level of economic and social development,and ideas.It is of great strategic significance to the development of education and social progress.The reform of education evaluation should be based on the main line of fostering morality and cultivating talents,focus on the comprehensive implementation of the party's education policy,and take the cultivation of socialist creators and successors with all-round development of morality,intelligence,sports,beauty and labor as the fundamental value pursuit,so as to ensure the realization of the goal of education.At present,the"five only"problem in education evaluation is just the"appearance"of unreasonable education evaluation.In order to reverse the unscientific orientation of education evaluation,we must follow the law of education evaluation reform,and resolutely"de three"(that is,utilitarianism,labeling,bureaucracy)"and"prosper three"(that is,scientific,personalized and diversified).In the new era,higher education evaluation should focus on improving the evaluation system of higher education based on multiple subjects,attach great importance to the overall quality evaluation of colleges and universities,accelerate the research on the evaluation technology and method of higher education,and further implement the feedback mechanism and continuous improvement strategy of higher education evaluation.In the direction of subject evaluation,we should move from the evaluation of subject products to the evaluation of subject production capacity,from the pure academic standard to the basic standard of moral education,from focusing on academic impact evaluation to focusing on social impact evaluation.At the same time,the reform of higher education evaluation in the new era should focus on standardizing the boundary of evaluation,returning to the original intention of evaluation,focusing
