摘 要:在乡村振兴战略加快实施的进程中,新型职业农民已经成为现代农业的先导力量和乡村振兴的主力军,其职业教育问题是实现乡村振兴和新型城镇化融合发展最好的结合点。在梳理新型职业农民职业教育理论研究和政策实践基础上,根据多中心治理理论的核心思想,将目前新型职业农民职业教育实践划分为四种类型,并从治理主体、治理方式、治理规则、治理目标等层面对新型职业农民职业教育典型模式进行了多案例比较研究。研究发现,不同治理主体"碎片化"、培养模式相对"线性化"、教育教学环节"断裂化"和培养目标过于"专业化"是困扰新型职业农民职业教育模式高效运作的主要问题。在多中心治理理论视域下,文章提出了优化新型职业农民职业教育模式的政策建议:不断更新新型职业农民职业教育多中心治理主体;协同创新新型职业农民职业教育多中心治理规则;搭建"立交桥"构建新型职业农民职业教育多中心治理体系;共同追求新型职业农民职业教育多中心治理目标。In the process of speeding up the implementation of the rural revitalization strategy, the new-type vocational farmers have become the leading force of modern agriculture and the main force of rural revitalization,and their vocational education is the best combination of rural revitalization and the integration of new urbanization. On the basis of combing the national and local new vocational education theoretical research and policy practice, according to the core idea of multi-center governance theory,the current vocational education practice of new-type vocational farmers are divided into four modes. Then, from the governance subject, governance mode, governance rules, governance objectives and other aspects,this paper makes a comparative study on the typical model of vocational education of new-type vocational farmers from the perspective of the theory of multi-center governance.It is found that the fragmentation of different governance subjects, the linearization of training models, the fragmentation of education and teaching links, and the over specialization of training objectives are the main problems that hinder the efficient operation of the new vocational education model for farmers.This paper puts forward some policy suggestions to optimize the model of the new vocational education for farmers: constantly updating the multi-center governance subjects of the vocational education for new-type vocational farmers;building a "Overpass" to build a new multi-center governance system of new-type vocational farmers;innovating the multi-center governance rules of the vocational education for new-type vocational farmers in coordination and pursuing the multi-center governance goals of the vocational education for new-type vocational farmers in common.
