摘  要:在传统的教育资源配置理论及相关政策设计中,教育资源主要包括办学资源和教师资源,教育资源配置即是以学校为单位,采取行政手段将这两类要素配置到各个学校中。然而,当高流动性社会背景成为教育资源配置的现实前提时,需要将学生资源纳入到教育资源的要素构成范围内。从流动性上看,办学资源、教师资源和学生资源表现出较大的差异,相应出现了两种资源配置方式——权力性资源配置与非权力性资源配置,它们之间的矛盾和冲突,造成了权力性资源配置的扭曲失灵,由此给乡村教育的发展带来困境。因此,从应对社会高流动性出发,本研究提出需要重新检视教育资源配置的理论假设,扩大资源要素范围,重构乡村教育资源配置的区域化空间,建立受教育权分配与教育资源要素配置之间的适配性关系,平衡教育资源配置中的公平与效率关系,来实现权力性资源配置最优化。In the traditional educational resource allocation theory and related policy design,educational resources mainly include school-running resources and teacher resources.The allocation of educational resources is based on school as units,and the two types of resources are allocated to each school by administrative ways.However,when a highly mobile social background becomes a realistic prerequisite for the allocation of educational resources,student resources need to be included into the elements of educational resources.From the perspective of mobility,school-running resources,teacher resources,and student resources show great differences.Correspondingly,two resource allocation methods appear,which are authoritative resource allocation and non-authoritative resource allocation.The contradictions between them caused the distortion of authoritative resources allocation,which brought difficulties to the development of rural education.Therefore,starting from the response to high social mobility,this research proposes to re-examine the theoretical hypothesis of the allocation of educational resources,which is to expand the scope of resource elements,reconstruct the regional space of rural educational resource allocation,establish an adaptive relationship between the distribution of educational rights and the allocation of educational resources,and balance fairness and efficiency in the allocation of educational resources,in order to achieve the optimal allocation of authoritative resources.
