摘　　要：文章分别从理论与实证角度,研究在利润与安全双重考核下,政府、国有煤矿矿长及工人间的生产安全博弈与激励机制。首先构建煤矿利润与安全多任务委托代理模型,系统描述双重考核下政府、矿长和工人三者的博弈关系,推演出煤炭价格、煤炭生产率、政府利润与安全激励等对煤矿安全的影响。进而采用国有重点煤矿的截面数据,构建煤矿安全影响多元回归模型,验证煤炭价格、回采工效、单井规模、高瓦斯矿比例等指标对百万吨死亡率的影响。综合研究结论表明:煤炭价格、煤炭生产率、政府利润激励等对工人安全行为有反向影响,而生产规模、政府安全激励等有正向安全影响,瓦斯因素安全影响较小。研究结论对其他行业的安全激励问题同样具有借鉴意义。From both theoretical and empirical perspectives,this paper studied the relationships and incentive mechanism between government,manager and workers in state-owned coal mines,under the dual assessments of profit and safety.First of all,by constructing the multi-task principal-agent model for coal mine profit and safety,this paper systematically described the game relationship between the government,manager and workers under the dual assessments,and deduced the influence of coal price,productivity and government incentive intensity on coal mine safety.Furthermore,the multiple regression model of coal mine safety impact was constructed by using the cross-section data of state-owned key coal mines,and the effects of coal price,mining efficiency,single well scale and high gas mine ratio on the death rate per mil⁃lion tons of coal mines were verified.The comprehensive conclusions show that coal price,coal productivity and govern⁃ment profit incentive have negative influence on safety behavior of workers,and the safety influences of production scale and government safety incentive are positive,and the safety influence of gas factor is small.The conclusions of this paper can also be used as reference for safety incentives problems in other industries.
