摘 要:专业群治理是政府、行业企业、高职院校、二级院系、教师及学生群体等多元利益主体对专业群建设与发展重大事务的决策结构与过程,从学理层面可分为组织基础、决策结构、制度规范、评价体系几个方面。高职院校专业群治理面临专业群组织基础整合融通与治理过程虚化、弱化;专业群决策结构跨界多元与行业、企业主体缺位;专业群制度规范柔性协同与专业群管理行政化;专业群评价体系导向理性彰显与评价行为工具性等矛盾困境。金华职业技术学院的经验显示,高职院校专业群治理优化路径为:组织基础从"虚化"走向"实体";决策结构从"管治"走向"共治";制度规范从"刚性"走向"柔性";评价体系从"割裂"走向"融通"。The governance of specialty groups is the decision-making structure and process of the government,industry enterprises,higher vocational colleges,secondary departments,teachers and student groups on the major affairs of specialty groups construction and development.From the theoretical level,it can be divided into organizational basis,decision-making structure,system specification and evaluation system.The governance of specialty groups in higher vocational colleges is faced with the contradiction between the integration of the organizational foundation of specialty groups and the virtual and weakening of the governance process;the contradiction between the cross-border diversification of the decision-making structure of specialty groups and the absence of the main body of industry and enterprise;the contradiction between the flexible coordination of the system of specialty groups and the administrative management;the contradiction between the rational demonstration of the evaluation system of specialty groups and the instrumental evaluation behavior.The experience of Jinhua Polytechinc shows that the optimization path of the governance of specialty groups in higher vocational colleges is as follows:the organizational basis changes from"virtual"to"entity";the decision-making structure changes from"governance"to"co-governance";the institutional norms change from"rigidity"to"flexibility";the evaluation system changes from"fragmentation"to"accommodation".
