高等职业教育学分银行制度建设的路径创新——基于制度变迁理论的视域

摘　　要：伴随着国家职业教育改革的持续深入推进,高等职业教育学分银行制度建设也迎来新的历史契机。从制度变迁理论的视角来审视,单纯的诱致性制度变迁路径无法胜任高等职业教育学分银行制度建设的重大使命。近几年,由于服务需求变化、相关制度演进、技术进步作用等方面的影响,高等职业教育学分银行制度的不均衡状态被进一步强化,国家层面及时推动高等职业教育学分银行制度建设,基本形成了高等职业教育学分银行制度强制性变迁的路径。从实践层面来看,高等职业教育学分银行制度建设还面临不少问题,需要从国家层面进一步完善强制性变迁路径,制定高等职业教育学分银行的基本制度,构建高等职业教育学分银行的服务组织体系,加快建设国家资历框架,进一步完善高等职业教育国家学分银行信息平台,整合全国的研究力量协同攻关。With the continuous development of national vocational education reform, the construction of credit bank system of higher vocational education ushers in a new historical opportunity. From the perspective of institutional change theory, pure induced institutional change path is not competent for the major mission of higher vocational education credit bank system construction.In recent years, due to the changes in service demand, the evolution of relevant systems, the role of technological progress and other aspects, the unbalanced state of credit bank system of higher vocational education has been further strengthened. And the national level has promoted the construction of higher vocational education credit bank system in a timely manner, which has basically formed the compulsory transition path of credit bank system of higher vocational education.From the practical perspective, there are still many problems in the construction of credit bank system of higher vocational education.We need to further improve the compulsory transition path from the national level, formulate the basic system of credit bank of higher vocational education, construct the service organization system of credit bank of higher vocational education, accelerate the construction of national qualification framework, further improve the information platform of credit bank of higher vocational education, and integrate national research forces to collaborate and meet certain challenges.
