市域产业突破工程背景下技术技能型人才战略研究

摘　　要：本文界定了技术技能型人才战略的内涵,以聊城市为例,基于存在的短板,实施产学研合一的人才培养模式改革;建立政、行、企、校多方参与的教育培训体系;推进体制机制改革与创新,助力产业转型发展,为产业突破工程形成强有力的人才支撑。This paper defines the connotation of the strategy of technical skilled talents.Take Liaocheng for example,based on the shortcomings,the paper explores the strategy.It builds a perfect talent training platform and implements the reform of the talent training model in which enterprises,universities and research institutes are integrated.It establishes a threedimensional education and training system.The research is wished to promote the reform and innovation of system mechanism,help the industrial transformation and development,providing a strong talent support for the industrial breakthrough project.
