摘　　要：随着中国教育素质不断提高,职业教育保持强劲的持久力,对国家经济、社会发展作出了巨大贡献,但是也面临一种“高不成低不就”的局面。为此,从学分银行制度内涵和要素出发,采用从理念基础到实践应用的探索规律,分析国内外学分银行制度建设现状,提出构建以终身教育和学习型社会理念为学分银行持续发展的支撑基础,以建立知识密集型服务企业组织体系为学分银行内部运行的重要保障,最终实现职业教育人才市场供需为学分银行的核心效益的建设路径,旨在为探索职业教育学分银行制度建设的持续性、有序性和有效性发展提供思路。With the continuous improvement of China’s educational quality,vocational education has maintained a strong durability and made great contributions to the national economic and social development,but it also faces a situation of“being unwilling to accept the lower and unable to reach the higher”.Therefore,starting from the connotation and elements of credit bank system,this paper analyzes the current situation of credit bank system construction at home and abroad by adopting the exploration law from concept basis to practical application,and puts forward the idea that lifelong education and learning society should be the supporting foundation for the sustainable development of credit bank,that the organizational system of knowledge-intensive service enterprises should be the important guarantee for the internal operation of credit bank,and that finally the supply and demand of vocational education talents market should be the construction path of core benefits of credit bank,aiming at providing ideas for exploring the sustainable,orderly and effective development of credit bank system construction of vocational education.
