摘　　要：发展乡村教育的关键在于基层教师,在实地调研中发现湖南省乡村音乐教师队伍建设依然存在编制缺、待遇差、发展难、回报少、环境差等问题。这些问题主要是由政府管理不足、各级执行不力、社会协同不够、信息化管理不够完善等原因导致的。要解决这些问题,可以采取加强管理、改善条件,社会协同、公众参与,提供平台、赋能发展等对策措施。The key to the development of rural education lies in the grass-roots teachers.In the field research,we found that there are still some problems in the construction of rural music teachers in Hunan province,such as lack of establishment,poor treatment,difficult development,less return,poor environment and so on.These problems are mainly caused by the lack of government management,poor implementation at all levels,insufficient social coordination,imperfect information management and other reasons.To solve these problems,we can take measures such as strengthening management,improving conditions,social collaboration,public participation,providing platform,enabling development and so on.
