摘  要:普遍施行学校首席信息官(CIO)制度是适应智能时代需求、持续推进教育信息化工作的重要举措。CIO个体作为CIO制度的核心要素,其胜任力水平直接影响CIO制度的施行效果。然而,目前开展学校CIO胜任力测评尚缺乏科学完善的标准和依据。基于基础教育领域CIO胜任特征模型,采用文献研究、专家咨询等方法对相关胜任力进行等级划分和行为描述,并通过层次分析法确定各项胜任力的权重,构建了学校CIO胜任力评价指标体系。该指标体系包含信息化专业素养、信息化管理胜任力、人格影响力3个一级指标,意识态度、专业技能、计划组织、协调监控、个人特质、人际交往6个二级指标,以及信息化创新意识等25个三级指标。在此基础上,编制问卷开展学校CIO胜任力测评,对上述指标体系进行验证。结果表明,在胜任力的各个维度上自评结果与他评结果、主观评价结果与客观评价结果之间均不存在显著性差异,指标体系各维度之间具有极强的相关性。因此,该指标体系科学合理,可以用于实际的学校CIO胜任力测评实践。The universal implementation of school chief information officer(CIO)system is an important measure to adapt to the needs of the intelligent age and continuously promote the work of educational informatization.As the core element of CIO system,the competency level of CIO directly affects the implementation effect of CIO system.However,there is no scientific and perfect standard to evaluate the competency of school CIO at present.Therefore,it is indeed necessary to conduct researches on the competency evaluation index system of school CIO.Based on the competency characteristics model of school CIO,with methods such as literature research and expert consultation used in grading and behavior description about the relevant competency,and analytic hierarchy process used to determine various weights of competency characteristics,the competency evaluation index system of school CIO is constructed.The index system includes three first-tier indexes,namely,information professional qualities,information management competency and personality influence;six second-tier indexes,namely,consciousness and attitude,professional skill,plan and organization,coordination and supervision,personal traits,and interpersonal communication;and twenty-five third-tier indexes,including informational innovation consciousness and so on.On the basis,questionnaires are designed to evaluate the competency of school CIO to verify the index system.The results indicate that there is no significant difference between self-assessment and assessment by others,subjective assessment and objective assessment from each dimension of competency,and there is a strong correlation between each dimension of the index system.Therefore,the index system is scientific and rational,and can be applied in the actual competency evaluation of school CIO.
