摘 要:教育政策的主要目标是实现教育对个体和社会发展的促进功能。受某些政治因素影响,教育与人和社会的发展关系可能失调或出现局部的负向功能。由于美国由两党轮番执政,两党在政治理念上具有左右摇摆的特点,造成政府的教育政策具有极大的不稳定性和不连续性,从而导致教育的负向功能相当明显,使教育在特定政治环境下未能促进青少年的个体化发展和社会性发展,最终对青少年发展产生负面影响并引起政治极化、阶层对立以及种族冲突等系列社会问题。The main goal of education policies in the United States is to realize the function of education in promoting individual and social development.Due to the uncertain political factors,the relationship between education and human development or social development may have partial negative functions.Due to the two party’s governance in turn in US,the left-right swing policy results in great instability and discontinuity.The negative function of education is obvious in the United States.Therefore,Education fails to promote the individual development and social development of young people in a specific political environment,and ultimately has a negative impact on the development of young people and causes political polarization,class antagonism,ethnic conflict and other social problems.
