摘  要:“双高”计划勾勒出了职业教育现代化的教育目标,是职业教育发展的重要历史阶段。“双高”计划的落实为高等职业院校的治理提出了新的机遇和挑战。政治制度的演进要求优化高职院校的治理制度,经济转型升级要求创新高职院校的治理体系,社会环境的复杂性要求调整高职院校的治理结构,人们对教育需求的变化要求提升高职院校的治理质量,社会文化的变迁要求形成高职院校的治理文化。在“双高”计划背景下高职院校的治理理念应从线性治理向共建共享的协同治理转变,治理主体应从一元主体向多元主体转变,治理模式应从集权式向民主式转变,治理体系应从封闭式向开放式转变,治理手段应从传统管理向信息化治理转变。"Double high"plan outlines the educational goal of vocational education modernization,which is an important historical stage of vocational education development.The proposal of the"double high"plan presents new opportunities and challenges for the governance of higher vocational colleges.The evolution of political system requires the optimization of governance system in higher vocational colleges,the economic transformation and upgrading requires the innovation of governance system,the complexity of social environment requires the adjustment of governance structure,the change of people's demand for education requires the improvement of governance quality,and the change of social culture requires the formation of governance culture in higher vocational colleges.Under the background of"double high"plan,the governance concept of vocational colleges should be changed from linear governance to collaborative governance of co-construction and sharing,the governance subject should be changed from unitary to multiple,the governance mode should be changed from centralized to democratic,the governance system should be changed from closed to open,and the governance method should be changed from traditional management to information governance.
