摘 要:学区是学校、政府、社会为促进优质教育资源共建共享而结成的跨组织治理单位。本研究参照制度分析框架,构建学区外部治理结构的层次性分析框架,以S市为例对学区外部治理结构进行实证调查。研究发现,学区外部治理结构的构建呈现出一些创新举措:一是供给与办学分化,展现治理结构的多元性;二是增加供给主体,提升了治理结构的开放性;三是治理角色具有可变性,增强了治理结构的灵活性。然而,学区外部治理结构的整体活力受到高层次治理活动的抑制,主体权力边界不清的问题造成了治理结构的惰性,配套制度不到位的问题滋生了治理结构的漏洞。研究最后针对学区外部治理结构的现实问题提出优化建议。School district is a cross-organizational governance unit formed by schools, government, and society to promote the co-construction and sharing of high-quality educational resources. With the approach of institutional analysis, this study constructs a hierarchical analysis framework and takes S city as the case to carry out an empirical investigation on the external governance structure of school districts. It is found that there are some innovative measures in the external governance structure of school districts. One of that is the differentiation of supply and production, showing the diversity of governance structure;Second one is the increase of supply roles, improving the openness of the governance structure;another one is the changeable role of governance,which enhances the flexibility of governance structure. While, the overall vitality of the external governance structure is restrained by high-level governance activities,the unclear boundary of power causes the inertia of the governance structure, and the incomplete supporting system breeds the loopholes of the governance structure. Finally, several optimization suggestions are put forward concerning the practical problems of the external governance structure of school districts.
