新高考改革的先导:江苏高考“08方案”的反思

摘　　要：随着全国八省市第三批以“3+1+2”科目改革为核心的高考综合改革的铺开,新高考改革的影响面越来越广。新高考改革表面上看是一个全新的改革,实际上刚刚退出历史舞台的江苏高考“08方案”已经作过先期探索,与新高考方案主体设计十分相似。江苏高考“08方案”用十余年实践累积起来的得失经验与教训,客观上为考察新高考的成效与问题提供了先期样本,成为此轮新高考改革的先导。新高考改革在江苏高考“08方案”基础上对“选择性”理念、高中综合素质评价及成绩的多元表达等方面实现了传承与突破,并且在对江苏高考“08方案”的反思中得到重要启示:未来的新高考在思维上需慎对改革“信念伦理”与“责任伦理”,充分考虑制度设计的长效性与稳定性;在战略上需尊重社会文化基础、建立利益相关者“共治”机制以最大限度寻求“改革共识”;在方略上需处理好基础教育和高等教育发展、不同地区之间、顶层设计与细节设计之间的“改革协同”关系;在情感上需要社会“包容以待”,正视改革合理代价,在此基础上建立起改革信心和发展改革能力。With the spread of the third batch of comprehensive reforms of college entrance examinations with the"3+1+2"subjects reform as the core in eight provinces and cities in China,the influence of the new college entrance examination reform has become broader and larger.Apparently,the new college entrance examination reform is a brand-new reform.Moreover,the 08-plan of Jiangsu college entrance examination,which has just withdrawn from the historical stage,has been explored in advance,which is very similar to the main design of the new college entrance examination plan.The 08-plan of Jiangsu college entrance examination has objectively provided an early sample for investigating the effectiveness and problems of the new college entrance examination with the gain and loss experience and lessons accumulated from more than ten years of practice,and it has become the forerunner of this round of new college entrance examination reform.Based on the 08-plan of Jiangsu college entrance examination,the new college entrance examination reform has achieved inheritance and breakthrough in the concept of selectivity,high school comprehensive quality evaluation and multiple expression of achievements,and it has obtained important enlightenment from the reflection on the 08-plan of Jiangsu college entrance examination.The new college entrance examination needs to be careful in the future about the reform of belief ethics and responsibility ethics in thinking,fully consider the long-term effectiveness and stability of the system design,respecting the social and cultural foundations,and establishing a co-governance mechanism for stakeholders to seek reform consensus to the greater extent.In terms of better strategy,we must handle the reform coordination relationship between different regions,basic education and higher education development,and top-level design and detailed design in method.Emotionally,the society needs to be inclusive,face the reasonable cost of reform,and build reform confidence and develop reform ability on this basis
