摘　　要：中国共产党领导的教育援助在我国对外援助中扮演着重要的角色,它根植于党的政治理念,服务于党的政治理想。改革开放以来,中国共产党不断调整教育援助政策,经历了"授人以鱼"到"授人以渔",再到"合作共赢"的发展,其政治理念主要体现在:尊重受援国主权,不谋求特权;"大道之行,天下为公";保障国家主权和安全,维护国家利益与发展;反对霸权主义,维护世界和平;与时俱进、共同发展;平等互利,遵循联合国宪章及有关规则;守望相助,推动构建人类命运共同体。和平性、平等性、互利性和合作性是其主要特征。中国共产党领导的教育援助的实践策略包括:秉持"构建人类命运共同体"的发展理念;坚持平等互信、共同发展的原则;健全评估体系,提高援助效益;加强内部管理,注重顶层设计。教育援助的政治理念与中国共产党改革开放的重大政治决策具有深层次的逻辑关系,二者互为表里,统一于同一历史进程中。The education aid under the leadership of the Communist Party of China(CPC) plays an important role in China’s foreign aid.It is rooted in the political idea and service awareness of the Party.Since the period of reform and opening up,CPC has continuously adjusted its educational aid policies,which has experienced the logical development from "Give a Fish" to "Teach Fishing" to "Cooperation for Win together".Its political idea is mainly embodied in respecting the sovereignty of recipient countries and not seeking privileges.There is an old saying in China:"A good road should be followed for the common good";Safeguard national sovereignty and security,safeguard national interests and development;Oppose world hegemonism and safeguard world peace;Keep pace with the times without attaching conditions;Adhere to mutual respect and common development;Equality,mutual benefit and adherence to the UN Charter and relevant rules;Help each other and build a community with a shared future for mankind.Peace,equality,mutual benefit and cooperation are its main characteristics.Under the leadership of CPC,the practical strategies of education aid include the concept of "building a community with a shared future for mankind";Adhere to the principle of equality,mutual trust and common development;To improve the evaluation system and the effectiveness of aid;Strengthen internal-management and pay attention to top-level design.There is a deep logical relationship between the idea of educational aid and the major political decision of CPC in reform and opening up,which are both superficial and insubstantial united in the same historical process.
