摘 要:十九届五中全会提出了"建设高质量教育体系"和"建成教育强国"的目标,这意味着,教育全面开启了高质量发展、迈向教育强国的新阶段。在新阶段,信息网络技术的发展促进了高等教育普及化步伐,也促使更多的学习者可以接受更加高质量的教育过程,满足终身学习需求。学习的质量观以及提升路径决定着未来教育的发展方向,该研究基于职业技能更新和发展的视角,利用扎根理论质性研究方法,通过对北京开放大学42名优秀校友事迹文本材料分析,反思远程学习者需求满足情况即学习后的收获来观测远程教育的质量达成情况,对于提升远程开放学习质量的路径进行探索。研究结果表明,远程学习质量的提升需要教育改革着重于对于远程学习者学习动机,学习的过程体验,职业技能的更新和发展以及有持续性的学习行为这四个关键方面的提升,同时围绕"职业人"学习特点和需求,基于探究社区的三个临场感,对远程教育质量评价方式、远程教育资源建设以及建构远程学习支持服务体系方面提出改革建议。The Fifth Plenary Session of the 19th Central Committee put forward the goals of "building a high-quality education system" and "building a strong education country", which means that education has opened a new stage of high-quality development and becoming a strong education country. In the new stage, the development of information network technology has promoted the popularization of higher education, and has also prompted more learners to accept a higher-quality education process to meet the needs of lifelong learning. The quality of learning and the improvement path determine the development direction of future education.Based on the perspective of vocational skills update and development, the research uses grounded theoretical qualitative research methods, through the analysis of the text materials of 42 outstanding alumni of Beijing Open University, and reflects on the distance The satisfaction of learners’ needs, that is, the gains after learning, is used to observe the achievement of the quality of distance education, and explore ways to improve the quality of distance open learning. The research results show that the improvement of the quality of distance learning requires education reform to focus on the four key aspects of distance learners’ learning motivation,learning process experience, vocational skills update and development, and continuous learning behavior, while focusing on the "Based on the learning characteristics and needs of "professionals", based on the three senses of presence in the exploration community, it puts forward reform suggestions on the quality evaluation methods of distance education, the construction of distance education resources, and the construction of distance learning support service systems.
