摘　　要：百年大计,教育为本。高度重视和有效发展教育是政府和社会的职责。学会学习,好好学习,天天向上是学生的本分。教会学生学习、促进学生发展是教育和教师的天职。教育为本最终要落实到以学为本和学生的发展、成人、成才这个根本。以学为本是学习化社会的教育现代化的必然和现代化教育的基本特征。学习化社会的每个人都是终身的学习者和受教育者,都应主动、自主和创造性地把以学习为本作为基本的存在、生存和发展方式。Education,key to a centennial state plan,must be attached great importance with social efforts and national commitment.It is rooted in learning.Learning to learn to promote students’personal development is the fundamental goal and task of educators and teachers,as well as an individual student’s duty and mission.Education is eventually realized through learning for a learner’s development,maturity and success as a prerequisite to a learning-oriented society and modernized education.In a learning-oriented society,an individual is a lifelong learner and educatee to take learning as the basic way of existence,survival and development.
