摘  要:美国100多年的食品安全法规史表明,其专业化的监管机构和科学团队、现代化和透明化的信息技术、严格性和灵活性兼备的法律法规建设和完善是美国食品安全征途中的三大基石。所谓他山之石可以攻玉,为了全方位了解美国GRAS(“公认安全”)自愿性通告法规始末,并在此基础上探讨其对我国“三新食品”申报的启示,本文将对美国GRAS(“公认安全”)自愿性通告的管理进行系统的梳理和分析,希望对我国的“三新食品”分级管理和简化申报有一定启示和借鉴意义。The history of food safety regulations in the United States over the past 100 years shows that the three cornerstones of the U.S.food safety journey are professional regulatory agencies and scientific teams,modern and transparent information technology,and the construction and improvement of laws and regulations that are both rigorous and flexible.As the saying goes:‘Use stones from another mountain to polish one’s jade’,in order to understand the whole story of the US GRAS(“Generally Recognized as Safe”)voluntary notification laws and regulations,and on this basis,to discuss its enlightenment to our country’s“Three New Foods”applications,this paper will systematically review and analyze the management of the U.S.GRAS(Generally Recognized as Safe)voluntary notification,and we hope that it will provide some inspiration and reference for the graded management and simplified application of“Three New Foods”in China.
