摘 要:《国家中长期教育改革和发展规划纲要(2010—2020年)》是21世纪第二个十年我国教育事业发展的重要指南。在义务教育领域,《教育规划纲要》围绕“保量”“缩距”“提质”三大目标,将发展我国义务教育事业核心任务设定如下:一是使义务教育普及成就继续巩固,二是推动义务教育均衡全面发展,三是使义务教育发展质量不断提升。在《教育规划纲要》的指导下,稳步提高我国义务教育普及水平已得到相关发展监测指标的印证;同时,我国义务教育均衡发展任务也在相关督导评估下得以落实;建设我国义务教育质量的成效也可以从相关质量监测报告得到证实。后《教育规划纲要》时代,要以推进义务教育公平发展与质量提升为基本方向,以促进义务教育学生的健康持续发展为价值旨归,以义务教育现代化治理体系与能力建设为战略重点,共同助力我国义务教育事业的健康发展。“National Medium and Long-term Educational Reform and Development Plan Outline(2010 to 2020)”is an important guide for the development of China’s education in the second decade of the 21st Century.In the field of compulsory education,“National Medium and Long-term Educational Reform and Development Plan Outline”focuses on the three major goals of“ensuring quantity”,“reducing gap”and“improving quality”,so it defines the key tasks of the development of compulsory education in China,namely,to continuously consolidate the achievements of popularization of compulsory education,vigorously promote the balanced development of compulsory education,and strive to improve the development quality of compulsory education.Under the guidance of the plan outline,the development monitoring indicators of compulsory education witness the steady improvement of the popularization level of compulsory education in China,the task of balanced development of compulsory education is implemented under supervision and with evaluation,and the quality inspection report of compulsory education shows the effectiveness of the quality construction of compulsory education.In the post plan ouline era,we should promote the fair development and quality improvement of compulsory education as the basic direction,promote the healthy and sustainable development of compulsory education students as the value goal,and take the modern governance system and capacity-building of compulsory education as the strategic focus to jointly help the healthy development of China’s compulsory education.
