基于“职普融通”的现代职业教育体系构建

摘　　要：现代职业教育体系的构建是建设高质量教育体系的重要组成部分。当前,我国职业教育改革发展的一个重要方向和趋势,就是从过去作为层次的职业教育,向作为类型的职业教育转变,也就是职业教育从原有的教育大体系分离出来,成为与整个普通教育体系并行的独立体系。但从长远来看,构建作为类型的、与普通教育完全分离的职业教育独立体系并不是一种适当的选择。要从深层次提升职业教育的社会地位,真正建立起现代职业教育体系,走“职普融通”的职业教育体系构建之路才是一种重要选择。因此,与建设高质量教育体系相适应的现代职业教育体系构建的关键要素是“职普融通”。“职普融通”是完善现代教育体系、真正搭建人才成长“立交桥”的关键一着;是培养德智体美劳全面发展的高素质技术技能人才、实现育人与育才有机统一的重要一环;是提升职业教育地位、从深层次破解和纠正歧视职业教育的根本所在。建立“职普融通”的现代职业教育体系的关键在于本科教育,构建与普通教育既相对分离,但并行不悖、相互融通,又层类交错、有机统一的现代职业高等教育体系框架是建设高质量职业高等教育体系的重要路向。A modern vocational education system is an important part of a high-quality education system.At present,vocational education in China is changing from as a level of education in the past to as a type of education.This has become the direction for vocational education reform and development.It means vocational education is separated from the original big education system and becomes an independent system parallel to the whole general education system.However,in the long run,it is not appropriate to build an independent vocational education system which is completely separated from the general education as a type of education.The right way is to promote the social status of vocational education in a deeper level and establish a real modern vocational education system which“integrates vocational education with general education.”Therefore,the key element of a modern vocational education system is the“integration of vocational education and general education.”It is a critical move to improve the modern education system with an interchange system for talent growth.It is a key step to cultivate high-quality skilled technical professionals with all-round development of morality,intelligence,physical fitness,beauty and labor,thus achieving the unity of educating people and fostering talents.It is an essential way to redress the discrimination against vocational education,thus enhancing the status of vocational education.Undergraduate education is the key to establish a modern vocational education system based on the“integration of vocational education and general education.”An important approach towards a high-quality vocational higher education system is to establish a modern vocational higher education framework though relatively separated from yet parallel to,integrated to and staggered with general education.
