摘　　要：终身教育国家战略是一个国家在较长时期内对终身教育发展所做的全局性、系统性规划和方略。我国终身教育战略实施较晚,经历了战略设想提出、战略目标明确和战略思想深化三个阶段。当前我国终身教育国家战略目标是“构建服务全民终身学习的现代教育体系、建设学习型社会”,这一目标受到新时代社会主要矛盾、“双循环”新发展格局和高质量发展阶段等背景的巨大影响。终身教育国家战略的实现应坚持理念为先、体系为本和创新为魂三大基本策略。The national strategy of lifelong education is an overall,systematic plan and strategy for the development of lifelong education in a long period of time.The implementation of the lifelong education strategy in China is late,which has experienced three stages:putting forward the strategic idea,clarifying the strategic goal and deepening the strategic thought.At present,the national strategic goal of China's lifelong education is"to build a modern education system that meets the lifelong learning needs of all the people and to build a learning society".This goal is greatly influenced by the background of the main social contradiction in the new era,the double-circulation new development pattern and the high-quality development stage.The realization of the national strategy of lifelong education should adhere to the three macro paths of concept serves first,system based and innovation as the soul.
