江苏向高教强省迈进的成就、问题与策略研究——基于本科高校建设的视角

摘　　要：梳理21世纪以来江苏本科高校教育规模进一步扩大、实力进一步增强、区域布局进一步优化、办学定位进一步细化等建设成就,分析江苏本科高校建设面临的本专科生教育规模优势持续减弱、本科生招生数量在全国的占比持续下降、研究生教育的比较优势没有继续扩大、每万人在校大学生数量没有领先、本科高校数量优势一度失守等五个方面的挑战,研究江苏本科高校高质量发展迫切需要解决的内生动力激发、本科高校数量规模扩大、独立学院向普通本科高校转设、应用型本科高校资金投入等问题,提出将建设更多的本科高校上升为城市发展战略布局、将扩大本地本科招生规模上升为经济发展战略举措、以产业学院为抓手发展应用型高等教育等江苏建设高教强省的策略建议。The paper reviews the construction achievements of Jiangsu undergraduate colleges and universities in the 21st century,such as the further expansion of education scale,the further enhancement of the strength,the further optimization of regional layout,and the further refinement of school-running orientation.The five challenges faced by the construction of undergraduate colleges and universities in Jiangsu are analyzed:the scale advantage of undergraduate education is continuously weakening;the proportion of undergraduate enrollment in the country continues to decline;the comparative advantage of postgraduate education of Jiangsu has not continued to expand;the number of studying at college and university students per 10,000 population is not in the leading position;and the quantitative advantage of undergraduate colleges and universities was once lost.And the problems urgently needed to be solved for the high-quality development of undergraduate colleges and universities of Jiangsu are studied:the stimulation of endogenous motivation,the expansion of the quantitative scale,the transformation of independent undergraduate colleges to ordinary ones,and the capital investment of application-oriented undergraduate colleges and universities.Finally,in order to build a province of powerful higher education for Jiangsu,the strategy suggestions are proposed:to construct more undergraduate colleges and universities should be upgraded to the strategic layout of urban development;to expand the local undergraduate enrollment scale should be upgraded to the strategic measures of economic development;and to take industrial college development as a starting point and an important means to progress application-oriented higher education.
