摘　　要：科技快速迭代,产业不断升级,技能型社会建设作为我国十四五规划的目标之一,需要在技能型人才培养规模、效率和质量三重维度上扎实推进。人力资源和社会保障部已经对技工院校集团化办学的规模做出了要求,但具体的实施方案仍有待出台。为了更好地开展技工院校集团化办学工作,拓展技工院校集团化办学的规模,实现集团化办学的效果,课题组在全国范围内联合相关技工院校和企业等机构,基于系统性课题研究,对技工院校集团化办学的现状、问题进行梳理,对技工院校集团化办学的客观条件与建设环境进行分析研判,全方位设计集团化办学框架和建设指标,为技工院校集团化办学的实践与理论研究及政策制定提供参考。As one of the goals of China's 14th Five-Year Plan,the construction of a skilled society needs to be steadily promoted in the three dimensions of skilled personnel training scale,efficiency and quality.The Ministry of Human Resources and Social Security of China has made requirements on the scale of technician training school Education Consortia,but the specific implementation plan is still unreleased.In order to better boost the collectivized running of technician training schools,expand the scale,and realize the effect,the research group,in conjunction with relevant technician schools,enterprises and other institutions nationwide,sorted out the status and problems of collectivize running of technician training schools based on systematic subject research.In this paper we analyze and evaluate the objective conditions and environment for education consortia,and then design the framework and construction indexes in an all-round way,so as to provide reference for the technician training schools collectivized running practice,theoretical research and policy making.
