摘　　要：推动"双一流"高校建设是进一步提升我国国际竞争力和高等教育综合实力的重要"中国战略",学术型硕士研究生是省属"双一流"高校学科建设的生力军。文章从二级管理角度出发,充分发挥宏观分配优势,加强顶层设计,借助NVivo11质性分析软件梳理了我国现阶段研究生招生指标分配相关文献,构建了上一年度招生工作考核(负面清单)和学科专项支持计划的两阶段研究生招生指标体系,建立了相应的研究生招生指标动态调整分配模型。以省属"双一流"建设高校西南石油大学2020年度招生指标分配为例,采用该方法对学术型硕士研究生招生学科指标进行分配,结果表明该分配模型具有良好的可操作性和实践性,能有效提升研究生招生管理水平,促进省属高校"双一流"建设的可持续发展和研究生教育的内外协同。Promoting the construction of“Double First-class”colleges and universities is an important“China strategy”to enhance China’s international competitiveness and the overall strength of higher education.Academic postgraduates are the new force in the discipline construction of provincial Double First-class universities.From the perspective of secondary management,this article gives full play to the advantages of macro-distribution to strengthen the top-level design,using NVivo11 qualitative analysis software to sort out the relevant literature about the current postgraduate enrollment index allocation in our country,and establish the previous year’s enrollment work assessment(negative list)and a subject-specific support plan of two-stage postgraduate enrollment indicator system.In addition,based on these work,a corresponding dynamic adjustment and allocation model for postgraduate enrollment indicators was constructed.Taking the provincial“Double First-class”construction university-Southwest Petroleum University’s 2020 enrollment indicator allocation as an example,this method was used to allocate academic enrollment subject indicators.The results showed that the allocation model has good operability and practicality which conforms to the actual distribution law and effectively improves the management level of postgraduate student enrollment.Besides,it can promote the sustainable development of the“Double First-class”construction of universities and the internal and external collaboration of the postgraduate education.
