摘 要:制定学校质量标准是世界各国增强学校问责、提升学校评估有效性与专业性的重要手段。八个国家和地区制定与实施学校质量标准的特点包括:在制定实施主体层面,凸显政府主导的同时强调专业性和相对独立性;在形式结构层面,设置二至三层树状评价指标,赋之以具体监测点;在指标设计层面,囊括学生发展等多个领域,过程与结果指标兼具,综合评价学校办学质量;在运行机制层面,以等级评定和标准达标进行评价决断,将质量标准定位为学校自我反思、评估和改进的参照标杆,强调证据驱动与证据来源的多样性,注重评估后反馈与跟进。中小学办学质量评价标准的国际经验为完善我国学校办学质量评价标准提供了可资借鉴的建设思路。School quality criteria is perceived as a significant approach to school accountability and enhancement of the effectiveness and professionalism of school evaluation in many countries.This review summarizes the characteristics of the school quality standards in eight countries and regions.In terms of the authority,we should be in charged with the formulation and implementation of school quality criteria,the government-led approach is adopted while emphasizing professionalism and relative independence as well.As for the form feature of the quality standard,two to three levels of tree evaluation indicators are set up along with detailed observation point.The evaluation indicator systems include student development and other fields,which adapt a comprehensive approach to evaluating school quality emphasizing education process and outcomes.At the operational level,school quality standard is positioned as a reference for school self-reflection,evaluation and improvement,emphasizing evidence-driven manner to evaluation and the diversity of evidence sources,and focusing on feedback and follow-up after quality evaluation.The characteristics of school quality standards and evaluation of the eight countries and regions can be enlightening for how to improve the formulation and implementation of school quality standards in China.
