摘 要:县(区)普通高中发展是我国普通高中教育质量提升、育人方式转型的重要内容。长期以来,县中模式存在优秀教师群体和优质生源大量流失、经费管理不科学、招生不规范以及缺乏政策引导等典型问题。究其原因,既有城市化进程与普通高中大众化背景下校际发展不均衡、招生竞争激烈等客观因素,又有教育期待过高、评价目标偏差等主观因素。县(区)普通高中高质量发展需要从树立正确的县中发展观、鼓励学校特色发展、依托第三方监督和构建良好教育生态等方面协同治理。The development of county ordinary high school is an important part of improving the overall quality of ordinary high school education in our country and transforming education method. However, for a long time, the county ordinary high school model has brought about many typical problems such as a massive loss of excellent teachers and high-quality students, unscientific funding management, irregular enrollment and lack of policy guidance. The reasons for this are not only objective factors such as unbalanced schools’ development and fierce competition for enrollment in the context of the urbanization process and the popularization of ordinary high school, but also subjective factors such as high educational expectation and deviation in evaluation target. It is necessary to carry out collaborative governance to improve high quality development of country ordinary high school, including to establish a correct view of development in county ordinary high school,encourage the development of school characteristics, rely on the third-party supervision and build a good education ecology.
