摘  要:发展第三方教育评价已成为世界各国政府与教育评价专业化发展的一种理论共鸣和实践共识,它既是推动教育高质量发展和实现教育治理体系现代化的需要,更是促进社会公平的需要。当前我国基础教育第三方评价发展面临着认同危机、制度保障缺失以及自身孱弱等主要困境。我国要深化与拓展第三方教育评价理论的中国化和实践研究,充分发挥其对教育评价改革发展的重要支撑、驱动和引领作用。政府要逐步完善相关法律法规制度体系,为第三方教育评价提供法律法规上的认同与赋权;第三方教育评价机构要加强自身建设,在确保独立性的基础上,不断提升专业化水平,建立行业标准与规范。The development of third-party education assessment has become a theoretical resonance and practical consensus between governments and the professional development of education around the world.It is not only the need to promote the high-quality development of education and the modernization of the education governance system,but also the need to promote social equity.At present,the third-party assessment and development of basic education in China is facing major dilemmas,such as identity crisis,lack of institutional guarantees,and self-weakness.China should deepen and expand the sinicization and practical research of third-party education assessment theory and give full play to its important support,driving and leading role in the reform and development of education assessment.The government should gradually improve the relevant laws,regulations,and systems,and provide legal and regulatory recognition and empowerment for third-party education assessment.Third-party education assessment institutions should strengthen their self-construction,continuously improving the level of specialization and establishing industry standards and norms.
