摘  要:近代中国充斥着文化博弈现象,各路文化都试图争夺人们的思想空间并占据优势地位。政府对文化的选择会辐射到政治和教育等领域,影响地方教育行政机关对学务的处理和对教育工作的指导。儒学在传统文化的博弈中胜出,使得地方儒学署重科举选才与化民成俗;新学在近代中西学之争的博弈中呼声较高,故地方劝学所取代了儒学署,改良私塾并推广新学;民国各路教育思潮迭起,均寄救国希望于塑育新民,故地方教育局(科)重社会教育与义务教育。当今,要使中华文化立于国际,既需从宏观上关注国际文化安全问题,亦需对基层教育加强重视。Modern China has experienced many cultural games and various cultures try to compete for people’s ideological space and occupy a dominant position.The government’s choice of culture will influence the fields of politics and education,and affect the handling of academic affairs and the guidance on education by local educational administrative organs.Confucianism has won in the game of traditional culture,which makes the local Confucianism Department pay attention to the selection of talents through the imperial examination and influencing the people and forming moral customs.Western learning has a high voice in the game between Chinese and Western learning,so the Confucianism Department has been replaced by the Department of Inducement,which focuses on the improvement and promotion of Western learning.Various educational thoughts in the Republic of China have emerged one after another,and all hope to save the country and cultivate new people.Therefore,local educational bureaus(departments)attach importance to social education and compulsory education.Nowadays,in order to make Chinese culture stand in the world,it is necessary to pay attention to international cultural security from a macro perspective as well as the grass-roots education.
