摘  要:近六十年来,世界银行职业教育贷款援助大体经历了确立职业教育优先援助阶段、重视学校职业教育阶段、侧重职业技能培训阶段、强调终身职业教育阶段四个阶段。职业教育贷款援助的实践策略在于依据知识共享提供职业教育发展咨询与指导,依据市场需求开展技能预测与培训,依据人口群体特征确定职业教育援助内容,依据结果导向保障职业教育援助质量。由此可以梳理出世界银行职业教育援助的历史经验:援助理念上,强调工具理性与价值理性的融合;援助目标上,注重援助效益的可持续发展;援助主体上,重视多方参与协同合作;援助内容上,侧重从“硬投入”向“软投入”转化;项目管理上,着重以高质量教育规划为导向。In the past 60 years,the world bank’s vocational education loan assistance has generally experienced four stages:establishing the priority assistance stage of vocational education,paying attention to school vocational education,focusing on vocational skills training and emphasizing lifelong vocational education.The practical strategy of vocational education loan assistance is to provide vocational education development consultation and guidance based on knowledge sharing,carry out skill prediction and skill training according to market demand,determine the content of vocational education assistance according to the characteristics of population groups,and ensure the quality of vocational education assistance according to the result orientation.The obvious historical experience can be summarized as follows:in the concept of aid,it emphasizes the integration of instrumental rationality and value rationality;In terms of aid objectives,it focuses on the sustainable development of aid effectiveness;In terms of aid subjects,attention is paid to multi-party participation and cooperation;In terms of aid content,it focuses on the transformation from“hard input”to“soft input”;In terms of project management,it focuses on high-quality education planning.
