摘 要:日本自2009年起导入教师资格更新制,要求教师通过参训延长资格有效期。资格更新培训主要由符合资质的大学承担,项目管理以服务为本,课程选择丰富多样,除符合免修或延期条件者以外、所有教师分批参训。通过高效的培训运营,至2020年日本全面完成百余万教师的资格更新工作。不过培训并未坚守淘汰“不合格教师”的制度本意,反而强迫大批合格教师“陪跑”,既加重了中小学校和教师的个人负担,也增加了大学的教学管理压力。今后如何加大制度弹性、深化大学和教委合作、开发更受学员欢迎的课程、积极推进线上教学等,决定着培训质量与满意度。Japan has introduced the renewal system of Teacher License since 2009,which requires teachers to extend the validity of license by participating in training.The training programs are mainly undertaken by qualified universities,project management service-oriented,curriculum various and diverse,except for those who meet the conditions of exemption or extension,all teachers participate in the training in batches.Through efficient operation mechanism,more than one million teachers’licenses will be renewed by 2020.However,the training program does not adhere to the original intention of eliminating"unqualified teachers",but forces a large number of qualified teachers to"accompany",which not only increases the personal burden of primary and secondary schools and teachers,but also increases the pressure of university.In the future,how to improve the flexibility of the system,deepen the cooperation between the University and the Education Commission,design popular courses for students and actively promote online courses,determine the quality and satisfaction of training programs.
