多源流理论视域下英国跨国高等教育政策的变迁

摘　　要：跨国高等教育政策体系是高质量高等教育体系的重要组成部分,对提升国家综合竞争力具有重要作用。运用多源流理论剖析英国跨国高等教育政策嬗变历程,可知英国以问题源流中时代焦点问题为现实起点,以政治源流中执政理念的变更营造良好的政治环境,以政策源流中政策共同体的最新研究成果为理论依据,从缓解财政压力到维系国际影响力,从新自由主义到修正新自由主义,加之各个时期政策共同体的助推,最终开启跨国高等教育政策之窗,迎来英国跨国高等教育政策的初创、规范和深化发展等时期。坚持政策的经济导向、保证政策内容的延续性、政策制定与实施的统筹联动、政策实施的质量监测是英国跨国高等教育政策嬗变带给我们的启示。The transnational higher education policy system is an important part of the high-quality higher education system and plays an important role in promoting the comprehensive competitiveness of the country. Analyzing the evolution of UK multinational higher education policies with the multiple-streams theory, we can see that the UK takes the focus of the times in the problem source as the realistic starting point, creates a good political environment with the change of the ruling concept in the political source, and takes the latest research results of the policy community in the policy source as the theoretical basis, from relieving financial pressure to maintaining international influence, from neo-liberalism to the revision of neo-liberalism, combined with the promotion of the policy community in each period, finally opens the window of transnational higher education policy, ushers in the period of the initiation, standardization and further development of British transnational higher education policy. Adhering to the economic orientation of policies, to ensure the continuity of the policy contents, the overall link between policy making and implementation, the quality monitoring of policy implementation is the inspiration from the policy evolution of UK multinational higher education.
