摘　　要：国别与区域发展空间治理体系与能力建设,是以鲁班工坊为代表的职业教育跨境办学在非洲布局及规模发展阶段需要着重解决的关键问题。对非洲高等教育和职业教育院校数量、招生数量以及人口数量进行测量与聚类,能够识别鲁班工坊在非洲办学的机会、潜力和需求三个维度的空间分布特征,解析出各个维度国际合作的目标国家、目标区域和优先度。决策机构可以在评估教育国际合作机会、潜力、需求的基础上,整合治理工具及形成治理路径。The spatial governance system and capacity building of national and regional development are key issues for cross-border vocational education represented by Luban Workshop that need to be addressed in the layout and scale development stage of Africa.The measurement and clustering to the number of higher education and vocational education institutions,the enrollment and population in Africa can identify the spatial distribution characteristics from three dimensions of opportunity,potential and demand of Luban Workshops’development in Africa,so as to identify the target countries,regions and priorities of international cooperation in each dimension.Decision-making entity can integrate governance tools to form governance paths on the basis of evaluating opportunities,potentials,and needs for international cooperation in education.
