摘　　要：为解决“山西教案”,以李提摩太为首的教会代表要求在山西创建学堂。为维护教育主权,山西地方当局决定抢先成立山西大学堂。几经博弈,李提摩太同意将筹建的中西大学堂改为西学专斋,由此形成山西大学堂“一校两制”的办学格局。在行政权力安排、学生招生与管理、课程与教学等方面,西学专斋享有高度的自治权,迥异于同校的中学专斋。山西大学堂的创建过程是特殊历史背景下清廷、山西地方当局、教会共同参与博弈的结果。To solve Shanxi Church Issues, Timothy Richard as the deputy of the church proposed establishing the university in Shanxi. To safeguard the education sovereignty, the local government decided to found Shanxi University in advance. Therefore, Timothy Richard agreed that Sino-foreign University was changed into a college affiliated to Shanxi University, forming the layout of "one campus, two systems". The college controlled by Timothy Richard was highly autonomous at the aspects of management, student enrollment, curriculum and teaching, which was different from the other college controlled by the government. Establishing Shanxi University was the result of gaming among the central government of Qing Dynasty, the local government in Shanxi and the church.
