摘 要:为保障研究生教育质量,加拿大安大略省采取了政府主管、其他中介机构参与、行业协会主导的外部质量保障机制,可从学院系统、大学系统、政府部门三个层面进行分析。学院系统以满足市场需求为导向,不仅设立了高度独立、功能齐全的外部质量保障机构,还出台了系统全面、切合实际的外部质量保障规定。大学系统以推进学术发展为导向,不仅设立了上传下达、深入基层的外部质量保障机构,还规定了具体明确、严格规范的外部质量保障过程。政府部门以强化服务意识为导向,不仅设立了目标清晰、分工明确的外部质量保障机构,还制订了规范实用、政策引领的外部质量保障策略。安大略的经验告诉我们,坚持研究生教育质量观,改革质量评价机制,开展高度独立与多元化的质量保证和监督,是提升研究生教育质量的有效途径。In order to ensure the quality of graduate education in Ontario,Canada,an external quality assurance system has been adopted with the supervision of government authorities,the participation of other intermediaries and the leading role of industry associations,which can be analyzed from three levels:college system,university system and government departments The external quality assurance of graduate education in college system is guided by meeting the market demand.It has not only established a highly independent and fully functional external quality assurance organization,but also issued systematic,comprehensive and practical external quality assurance regulations Guided by promoting academic development,the external quality assurance of graduate education in university system has not only set up external quality assurance institutions that upload and disseminate information to the grass-roots level,but also formulated specific,clear and strictly standardized external quality assurance processes The external quality assurance of graduate education in governmental departments is guided by strengthening service awareness.It has not only established an external quality assurance institutions with clear objectives and division of labor,but also formulated standardized,practical and policy-guiding external quality assurance strategies From the experience of external guarantee of graduate education quality in Ontarionadhering to the concept of graduate education quality reforming the quality evaluation mechanism,and creating a highly independent and diversified quality assurance and supervision system are effective ways to improve the quality of graduate education in Canada.
